Obtaining work permits is essential for anyone interested in working in the Cook Islands. The main shortage of labour is in the hotel industry with chefs, bar staff and others in constant demand, and recruitments often publicized throughout the South Pacific region.

Work permits for companies registered as a Foreign Enterprise must be made through the Development Investment Act. Whilst the DIB recognizes the importance of foreign investment, it also ensures the rights of the indigenous Maoris are nor exploited. Certain industries are exclusively for ownership by locals (ie pearl farming), and technical expertise must be proven.

Company Tax is 20% and VAT is 12.5%.
