Cook Islands Government The Cook Islands Parliament is based on the Westminster system with a 25-member Parliament and prime minister as the head of government. The cabinet consists of seven ministers. Parliament house is a quaint wooden building between Avarua Town and the airport on the north shore of Rarotonga and public viewings are allowed when Parliament sits (usually Feb-Mar and Jul-Sep). Cook Islands politics suffered a series of scandals over the last three decades which has kept political tensions high to the present day. In 1978, Sir Geoffrey Henry, the then Prime Minister was removed from Parliament after a High Court ruling found him guilty of misusing government funds. His successor, Tom Davies, lasted 9 years before he was ousted by a vote of no confidence by his own party. Corruption and heavy overseas borrowing which crippled the country was to blame. As recently as February 2002, the elected Democratic Alliance Party suffered a similar coup having received a vote of no confidence and Parliament was dissolved. Dr. Robert Woonton successfully put together a new government and was appointed as Prime Minister but he too has been forced to step down in 2004 after his constituency election result was declared void.
